What looks like a simple price tag is, in reality, a meticulously calibrated weapon. Manufacturers propose prices, but the French state holds the real power, approving every cent and locking tobacconists into a system where promotions and discounts are forbidden. Each pack is sliced into shares: a modest cut for producers, a fragile margin for tobacconists, and a massive portion for the state, where taxes swallow up to 80% of what smokers pay.Over two decades, the pack has climbed from three to nearly thirteen euros, not by accident but by design. Behind the official health narrative lies a harsher truth: every increase tests how far people can be pushed before they quit, cross borders for cheaper cartons, or turn to the black market. In France, the cigarette pack has become a mirror—reflecting addiction, policy, revenue, and the quiet cost of a political choice written in smoke and euros.
